Duane Andrews
Chief Executive Officer, QinetiQ North America

Duane Andrews was appointed Chief Executive Officer of QinetiQ North America in June 2006.
Duane began his career by serving 11 years in the Air Force, after which he joined the newly formed U.S. House of Representatives Permanent Select Committee on Intelligence. He went on to work as Assistant Secretary of Defense, Command Control Communications and Intelligence/Chief Information Officer in the Pentagon before joining Science Applications International in 1993. His 13 years at SAIC included assignments as Executive Vice President for Corporate Development, President and Chief Operating Officer, Federal Business Segment, and Executive Vice President and Chief Operating Officer.
Duane Andrews earned his undergraduate degree from the University of Florida and went on to gain a Master’s degree in Management and Supervision from Central Michigan University. He has served on various U.S. national security advisory groups. He is a recipient of the Defense Department’s Medal for Distinguished Public Service, the National Intelligence Distinguished Service Medal, and a number of military awards including the Bronze Star medal. In 1999, he received the Armed Forces Communications and Electronics Association’s David Sarnoff Award.
Mike Stolarik
President & Chief Operating Officer, QinetiQ North America

Mike Stolarik joined QinetiQ North America through its March 2007 acquisition of Analex Corporation, where he was the company’s President and Chief Operating Officer.
Mike was appointed as QinetiQ North America's President and Chief Operating Officer in April of 2009. Prior to this Mike was the President of the Company's Mission Solutions Group, which provides engineering, IT, and security services to U.S. federal government clients in the defense, intelligence, and space communities.
Over a 12-year period before joining Analex, Mike was the Managing Partner of the INSIGHT Consulting Group LLC; Executive Vice President of Titan Corporation’s Technical Resources Sector; President and Chief Executive Officer of GRC International Inc, a subsidiary of AT&T; and President and Chief Executive Officer of Space Applications Corporation. Prior to attaining these positions, Mike spent 20 years at BDM International, Inc., where he rose to the position of Corporate Vice President.
Mike earned his Master of Science degree in Electrical Engineering from the University of Illinois and his BES in Electrical Engineering from The Johns Hopkins University.
Tom Weston
Executive Vice President and Chief Financial Officer, QinetiQ North America

In January 2006, Tom Weston was appointed Executive Vice President and Chief Financial Officer of QinetiQ North America.
Tom has over 20 years of experience in the finance and accounting field and is responsible for the company’s finance and accounting activities, its mergers and acquisitions program, and all of the company’s banking and treasury efforts. In addition, Tom has oversight of the company’s internal audit, corporation tax, and risk management departments.
Tom formerly served as Chief Financial Officer of Apogen Technologies, Inc., where in September 2005 he led the sale of Apogen to QinetiQ North America. He joined Apogen from the federal IT services company, BTG, Inc., where he was Senior Vice President and Chief Financial Officer. Early in his public accounting industry career, he was Senior Manager in the Assurance Services practice at KPMG LLP.
Tom graduated from James Madison University and is a certified public accountant. He is a member of the American Institute of Certified Public Accountants and the Virginia Society of Certified Public Accountants.
Steve Cambone
President, Mission Solutions Group, QinetiQ North America

QinetiQ North America named Steve Cambone as the President of its Mission Solutions Group in April 2009. Prior to this position, Steve was the Executive Vice President for Strategic Development of QinetiQ North America.
Steve previously served in the Department of Defense during which time he was twice nominated by President Bush and confirmed by the United States Senate for senior positions. Among other distinctions, he served as the first Under Secretary of Defense for Intelligence.
Steve received his Master of Science and Doctor of Science degrees in Political Science from Claremont Graduate School and his Bachelor of Science degree in Political Science from Catholic University.
Garrett Martz
President, Systems Engineering Group, QinetiQ North America
Garrett Martz leads QinetiQ North America’s Systems Engineering Group, an organization of more than 2,400 employees that delivers high-value engineering, software solutions, logistics information management, flight training, C4ISR expertise and IT technical support services to the U.S. Department of Defense, allied governments and select commercial customers from more than 50 locations worldwide.
In February 2007, Garrett was appointed President of QinetiQ North America’s subsidiary, Westar Aerospace & Defense Group, Inc., before which he was the company’s Chief Operating Officer. Garrett joined Westar in 2003 as a result of Westar’s acquisition of ELMCO, Inc., where he was President and Chief Executive Officer.
Garrett earned a bachelor’s degree in Electrical Engineering from Auburn University and a master’s degree in Electrical Engineering from the Southeastern Institute of Technology.
Dr. J. D. Crouch II
President, Technology Solutions Group, QinetiQ North America
QinetiQ North America named J. D. Crouch President of the Technology Solutions Group in November of 2009, prior to that he was the Executive Vice President for Strategic Development from when he joined QinetiQ North America in May 2009. J. D. previously served as Assistant to the President and Deputy National Security Advisor from January 2005 to June 2007.
Before J. D.’s service at the White House, he served as the U.S. Ambassador to Romania where he worked to expand democracy in the region, increase cooperation between the United States and Romania in the global war on terror, and foster Romania's incorporation into Western security institutions including NATO and the European Union.
Prior to becoming Ambassador to Romania, J. D. served as Assistant Secretary of Defense for International Security Policy from August 2001 through October 2003. He was the principal advisor to the Secretary of Defense on the formulation and coordination of policy for NATO, Europe, Russia, the Central Asian Republics, the Caucasus and the Balkans, nuclear forces, missile defense, technology security policy, counter-proliferation, and arms control.
J. D. first came to the Administration in 2001 from the position of Associate Professor of Defense and Strategic Studies at Southwest Missouri State University. Earlier in his career, he was the Principal Deputy Assistant Secretary of Defense for International Security Policy. From 1984 to 1986, he worked for the Assistant Director for Strategic Programs in the U.S. Arms Control and Disarmament Agency and was an advisor to the U.S. Delegation on Nuclear and Space Arms Talks with the former Soviet Union.
J. D. received his bachelor's degree, master's degree, and his Ph.D. in International Relations from the University of Southern California.
Functional Leads
Rich Wiesman
Chief Technology Officer, QinetiQ North America; Executive Vice President, Technology Solutions Group

Rich is the Chief Technology Officer for QinetiQ North America and Executive Vice President of the Technology Solutions Group. In the latter capacity he oversees Business Development for the Technology Solutions Group. Prior to his promotion to executive vice president, he was Senior Vice President of Foster-Miller’s Electric and Electronic Systems Group (EESG) which specializes in electromechanical design, distributed controls, smart sensors and communications. Rich received his B.S., M.S. and Ph.D. degrees in mechanical engineering from MIT, where he also teaches.
Chris Hickey
Executive Vice President, QinetiQ North America Operations LLC

Christopher "Chris" P. Hickey is the Executive Vice President of International Operations of QinetiQ North America and is responsible for international operations with particular focus on realizing the synergies within the global enterprise of the QinetiQ Group. Prior to his current appointment in 2008, he led QinetiQ North America's business development team from 2006. Chris joined the QinetiQ Group in July 2004 as the Executive Vice President of QinetiQ Inc.
Before joining QinetiQ Inc., Chris was Vice President, Homeland Security for Honeywell International. He joined then AlliedSignal in 1983 where he held various positions in engineering, finance, sales and field marketing before joining the management ranks. Chris led multi-million dollar civil and military turbine engine business units in domestic and international markets and has also served in key staff functions at the corporate level.
Chris earned his Bachelor of Science in Aerospace Engineering from the University of Notre Dame. He went on to earn an MBA from Arizona State University and is a member of Beta Gamma Sigma Honor Society. He completed the Program for Senior Executives in National and International Security at the JFK School of Government at Harvard University and the Program Management Course at the Defense Systems Management College, Fort Belvoir, Virginia. Chris is an officer on the Board of the Washington Chapter of the National Defense Industrial Association (NDIA) and is active in several associations.
Deborah Fox
Senior Vice President, General Counsel

Deborah was named Senior Vice President, Secretary and General Counsel of QinetiQ North America after the 2005 acquisition of Apogen Technologies, where she was also General Counsel. She brings 25 years of legal experience to her position.
Prior to joining Apogen, she was general counsel at BTG, Inc., a federal information technology services company. While at Apogen and BTG, she was responsible for all legal actions of those companies, including providing legal guidance to officers, directors, and employees on corporate, labor, tax, and securities matters. Deborah has also served as the Chief Ethics Officer of BTG, Apogen, and now QinetiQ North America.
While at BTG, Deborah was also responsible for BTG’s acquisitions, investments, and divestitures. In this role, she negotiated the terms and conditions of nine acquisitions. She directed BTG’s successful IPO in 1994, as well as a successful follow-on offering a year later. In addition to assisting both BTG and Apogen in their acquisition of companies, she oversaw the sale of BTG to Titan Corporation and the sale of Apogen to QinetiQ North America.
Prior to her role as General Counsel at BTG, Deborah was an Associate at Dunnells, Duvall, Bennett & Porter and at Ballard, Spahr, Andrews & Ingersoll, respectively.
Deborah received a Bachelor of Arts from Bryn Mawr College (cum laude), her Juris Doctor from the Columbia University School of Law and her Master of Laws in Taxation from Georgetown University Law Center.
Tom Bailey
Senior Vice President, Human Resources

Tom Bailey became Senior Vice President of Human Resources in June 2007. Tom most recently served as a Vice President of Human Resources at Computer Sciences Corp., (CSC) a worldwide organization with 77,000 employees headquartered in California. As their Vice President, Human Resources, Americas Outsourcing, he oversaw the human resources function of 38,000 employees located in 100 countries.
Tom joined CSC in 1999 as Chief Learning Officer of the Global Infrastructure and Technology Management Group and became Vice President of Human Resources, Federal Sector, in 2002. In 2005 he became Vice President of Human Resources, Americas Outsourcing. Prior to joining CSC, Tom held various positions at International Telephone and Telegraph (ITT).
He earned his Bachelor of Science in Psychology from the University of Florida.
Roger Duke
Senior Vice President, Contracts and Procurement

Roger was named, in 2008, Senior Vice President of Contracts and Procurement for QinetiQ North America. He has over 26 years experience of both operational and functional leadership in large and small entrepreneurial businesses.
He is responsible for integrating the Contracts and Procurement functions across a legacy of twelve QinetiQ North America-acquired companies. He works closely with company presidents and their leadership teams to provide common leadership tools and processes to grow the top and bottom lines of the businesses.
Roger was formerly the Sr. Vice President for Raytheon Technical Services Company LLC (RTSC), a wholly-owned subsidiary of Raytheon Company. RTSC provides technical, scientific and professional services for defense, federal, and commercial customers worldwide.
Roger was a key member of the RTSC Leadership Team and was responsible for $2 billion in contracts and for overseeing a geographically dispersed team. He was an integral part of the success in the execution and business development sides of the business. He received the Chairman’s Award in 2006 for outstanding achievement.
Previously, as Director of Contracts for the Strategic Systems business unit (currently known as Intelligence and Information Systems) of Raytheon, Roger managed a diverse Contracts organization across six geographic regions and five major business areas.
Prior to joining Raytheon in 2001, Roger served as Vice President for Transcept, Inc., a venture-backed telecommunications company. While at Transcept, Inc., Roger helped raise $100 million in venture capital and was responsible for leading sales and marketing, application engineering, and field support. As part of the leadership team, Roger helped the venture successfully enter the commercial telecommunications market.
Roger also spent 17 years with Lockheed Martin Corporation, where he held numerous contract leadership positions. Roger was a member of the management team that initiated and executed the sale of Lockheed Martin’s Commercial Telecommunications business.
Roger received his bachelor’s degree in economics from the University of New Hampshire and his MBA from the University of Southern New Hampshire. He is also a graduate of the Mahler Institute.
Suzan Zimmerman
Senior Vice President, Corporate Development

Suzan is a Senior Vice President at QinetiQ North America and is responsible for all military business development and strategy for bringing the war fighter the latest in technology advanced weapon and training systems.
Suzan also provides corporate strategic direction in a variety of business areas for customers such as the Department of Defense (e.g., Army, Navy, Air Force), Department of Justice (e.g., Federal Bureau of Investigation and Drug Enforcement Administration), Department of Agriculture, Department of Transportation, Department of the Treasury, U.S. Customs Service, and Immigration and Naturalization Services.
Suzan formerly was Senior Vice President at Science Applications International Corporation (SAIC). Her responsibilities included developing international and domestic business strategies, focusing on the most advanced software development, systems integration, and telecommunications capabilities.
Before joining SAIC in 1990, Suzan spent several years as a specialist at IBM marketing large systems to DoD and national accounts, including Time Life Books, General Electric’s Space Division, and the District of Columbia government. During that time, Suzan served on the Ada Advisory Board in the Pentagon reporting to Dick Cheney, then Secretary of Defense. Prior to her tenure with IBM, Suzan spent five years working directly for Dr. Wang as the public relations director at Wang Laboratories.
For the past 14 years, Suzan has been a distinguished member of the Armed Forces Communications and Electronics Association, and has served on its Board of Directors. Additionally, she chaired several committees for the Industrial Advisory Council, United Way, American Heart Association, and the National Conference for Community and Justice (formerly known as the National Conference of Christians and Jews).
Currently, Suzan has been named to the Board of Directors for the State of Virginia as a member of the Economic Development committee, in addition, she has also been asked to join the Board of Directors for the Lancaster Partners Group.
Suzan earned her Bachelor of Science in Economics from Michigan State University.
Claudell “Chilly” Williams
Senior Vice President, Chief Security Officer

In 2007, Chilly brought 36 years of experience in the federal government and the private sector to his position as Senior Vice President and Chief Security Officer for QinetiQ North America. His experience encompasses directing, managing, and refining operations and support functions, specializing in: enterprise security operations, advanced security systems design, information systems assurance, infrastructure and business process re-engineering, and oversight of security, information technology, web services, human resources, facilities, and production services.
He provides executive leadership, strategic direction, and management of all aspects of security, including Information Systems Assurance. Additionally, he is the principal security advisor to the Board of Directors’ Government Security Committee (GSC) and the top security official responsible for the implementation, execution, and compliance of the Proxy Agreement.
Chilly’s expertise has been applied across the Intelligence, DoD, and Civil communities, including NRO, CIA, NSA, NGA, HDoC, DSS, DARPA, NASA, FBI, DHS, and all branches of military services.
From 2003-2007, Chilly was Senior Director of Programs with Computer Sciences Corporation’s Networks & Telecommunication Integrated Solutions (CSC/NTIS) Division, where he directed the implementation of client-specific and enterprise solutions, developed and executed market penetration strategies, and identified & established strategic alliances to enhance information technology (IT) service offerings.
Chilly also has worked for Boeing, GRCI, and served in the U.S. Air Force.
Brooke Smith
Senior Vice President, Corporate Strategy and Business Development

With 25 years of industry experience, Brooke has learned to create balance between two-halves of any business. Making the promise and keeping the promise. His extensive sales experience has helped him establish and manage to a “customer-first” orientation that drives all of his business practices. Brooke believes in a hands-on approach to growing a business and has successfully created plans that drive increased profitability and revenue growth. The key to these plans is they balance the voice and needs of the market within the capability of the corporation to deliver upon its promises.
Since 2008, Brooke has led Business Development for QinetiQ North America in McLean, VA. In 2009 he added corporate strategy to his responsibilities. Prior to his role as Senior Vice President for Corporate Strategy and Business Development at QinetiQ North America, he was the Chief Operating Officer at TKC Communications in Fairfax, VA, where he was recruited to turnaround TKC’s business operations and implement business process change which would foster disciplined business practices and enable growth. His responsibilities included; financial management, human resources, client relations and overseeing the integration of the business development and client delivery functions. While at TKC, Brooke increased operating margins by 21% and implemented a new business capture model, resulting in a $1B+ pipeline of new business and winning numerous new clients.
As a proven professional at running large and complex project teams, he has been recognized for his success in expanding business and delivering client satisfaction in a wide range of business models. Brooke is credited with personally developing a global account with a top five Aerospace and Defense company and increasing revenues from the account from $1M a year to over $20M a year in three years time. He is the recipient of numerous industry and government awards.
In his current role at QinetiQ North America, Brooke leads the overall business development strategy, including the coordination and leveraging of business opportunities within QinetiQ North America’s corporate structure, whose three operating groups provide defense, homeland security, intelligence services and aerospace technology to the federal government and other commercial customers. Working with operating group senior strategy and business development executives, as well as company technologists, Brooke also plays an integral role in capturing, identifying and growing market opportunities throughout the business.
Frank Kist
Vice President, Chief Information Officer

In 2008, QinetiQ North America announced Frank as its new Chief Information Officer. Frank brings extensive Fortune 100 and Federal-Civilian Sector Information Technology experience and will lead the infrastructure integration for QinetiQ North America’s acquisitions and manage the strategic development of its information technology capabilities.
He joined QinetiQ North America from SRA where he was the Technology Services Vice President and Chief Information Officer responsible for implementing business process improvements, a Global Network Redesign, and improved security technology supporting SRA’s workforce. Prior to joining SRA in 2006, Kist served as the Internal Revenue Service’s Associate Chief Information Officer of Enterprise Networks. He has also held executive positions at Road Runner High Speed On-Line, a division of Time-Warner Cable, and leadership roles at EMI Music, Inc., Calvin Klein Cosmetics and IBM.
Sophie Barrett
VP, Communications

Sophie was named Vice President for Communications of QinetiQ North America in March 2007. She has more than 15 years of experience in planning and managing trade shows, supervising graphics and publications departments. She has more than 12 years of experience in public relations, marketing and communications. She is responsible for branding and key messaging development, integration of several legacy companies into this new organization, public relations to include integrated marketing plan, development of corporate communications policies, generation and dissemination of press releases, management of external public relations firm, coordination of corporate tradeshows, corporate website, content for internal website, and corporate memberships.
Prior to her appointment at QinetiQ North America, Sophie was the director of corporate communications for Planning Systems Inc., now part of the Technology Solutions Group. She has also worked at Boeing and Harris Corp.
Sophie has an associate’s degree in Business Administration from Northern Virginia Community College and a bachelor’s degree in business and management from the University of Maryland.
